Urban Planning Project Manager

We are seeking an experienced Urban Planning Project Manager to join a high‑profile government‑aligned programme in Khobar, overseeing the planning and delivery of major urban development and regeneration initiatives. This role will coordinate strategic, pre‑concept, concept, and detailed master planning activities while steering key planning guidelines, codes, and frameworks that shape the long‑term urban vision for the region.

Responsibilities

  • Lead and manage the preparation of strategic, pre‑concept, concept, and detailed masterplans for urban districts and key precincts
  • Develop and refine urban planning guidelines, zoning regulations, DCRs, and land‑use frameworks.
  • Conduct urban research, site studies, context analysis, and scenario testing to inform decision‑making.
  • Integrate heritage, TOD (Transit‑Oriented Development), place‑making, mobility, and public‑realm strategies into urban plans.
  • Coordinate planning inputs with multidisciplinary teams including infrastructure, architecture, mobility, landscape, heritage, and environmental consultants.
  • Prepare and deliver high‑quality planning reports, presentations, drawings, and graphical material for senior client reviews.
  • Facilitate and participate in design workshops, charrettes, stakeholder meetings, and authority review sessions.

Requirements

  • Minimum 15+ years’ experience in integrated town/urban planning.
  • Proven background delivering large‑scale masterplans across strategic, pre‑concept, concept, and detailed phases.
  • Bachelor’s degree in Urban Planning or a closely related discipline (required).
  • Experience working for a leading architectural, planning, design or project management consultancy is required.
  • Must have experience in the Middle East, ideally worked in Saudi Arabia previously.
  • Strong stakeholder engagement at all levels.
  • Fluent in English at a business level.
